DVIDS – News – NAVFAC Southwest Wins Fiscal Year 2022 Facilities Engineering Command Best of Type Award


SAN DIEGO – Rear Admiral VanderLey, Commander, Naval Installations Engineering Systems Command (NAVFAC), announced NAVFAC Southwest as the winner of the Best of Type award for Fiscal Year 2022 Nov. 7 in Washington DC

“The winner of the CONUS FEC Best of Type Award is NAVFAC Southwest. NAVFAC Southwest is commended for the outstanding management of its MILCON program,” said VanderLey. “NAVFAC Southwest MILCONs operated on schedule at a higher rate than any other FEC. The Southwest team navigated the complex process from 2854 Congressional notification to contract award in just nine months to support Naval Air Facility El Centro’s $23.2 million P-262 Replacement of the structural and aeronautical rescue fire station, supporting critical support at high operational tempo. NAVFAC Southwest Human Resources’ ability to recruit quickly resulted in a 92.8% fill rate; best in the business. NAVFAC Southwest also distinguished itself by consistently completing the contractor performance evaluation reporting system and safety training prior to the requirement.

NAVFAC Southwest has demonstrated sustained superior performance in five functional areas of Military Construction (MILCON) Performance to Plan (P2P), Excellence in Execution, Safety Performance, Fiscal Stewardship and Recognition Programs and people development.

NAVFAC Southwest was measured on efforts across the board: from contract and construction management and MILCON P2P, to transportation asset management and PM completions, lowest growth in CPARS overdue, PMAP scores , small business goal achievement, crane lift safety performance, safety training and medical monitoring performance, near miss reporting, DART rate, FIAR compliance, environmental restoration performance, backlog of funding applications/processing times, achievement of reimbursable fundraising, execution of funds against plan, civilian housing fill rate, annual evaluation and performance awards, and annual mandatory training performance.

The Best of Type program recognizes the most outstanding Installations Engineering Command (FEC) in the continental United States and outside of CONUS (OCONUS) for the past fiscal year. The winner of the OCONUS FEC Best of Type award for fiscal year 2022 is NAVFAC Far East.
